Internet Speed Limiter is designed from the ground up to be 100% private. Here is exactly what we do:

The app works by creating a local VPN that runs entirely on your iPhone or iPad. This VPN only limits speed locally on your device. No data ever leaves your device to reach us or any third party. There are no external servers involved in the operation of the app.
